Noncommunicable Diseases Progress Monitor 2017

Description:
In May 2015 the World Health Organization published a Technical Note on how WHO will report in 2017 to the United Nations General Assembly on the progress achieved in the implementation of national commitments included in the 2011 UN Political Declaration and the 2014 UN Outcome Document on NCDs. The Technical Note was updated in September 2017 to ensure alignment with the updated set of WHO ‘best-buys’ and other recommended interventions for the prevention and control of noncommunicable diseases which were endorsed by the World Health Assembly in May 2017. The Progress Monitor provides data on the 19 indicators detailed in the Technical Note for all of WHO’s 194 Member States. The indicators include setting time-bound targets to reduce NCD deaths; developing all-of-government policies to address NCDs; implementing key tobacco demand reduction measures, measures to reduce harmful use of alcohol and unhealthy diets and promote physical activity; and strengthening health systems through primary health care and universal health coverage.

Mandate

• Decision EB136(13) requested WHO “to publish a technical note on how WHO will report in 2017 to the UNGA on the national commitments included in the 2011 UN Political Declaration on NCDs, and the 2014 UN Outcome Document on NCDs, using existing survey tools and taking into account existing indicators at the global and regional levels."
• On 1 May 2015, WHO published a technical note which sets out the progress indicators.
• In September 2015, we launch the first WHO Global NCD Progress Monitor 2015 at the UN General Assembly.
• In January and May 2016, WHO described these developments and findings resulting from the first report in A69/10. WHO also described the contours of the progress report due to the UN General Assembly in November 2017 in Annex 7 of A69/10 and highlighted that WHO will use the indicators included in the technical note published on 1 May 2015 to do so. Report A69/10 was noted at WHA69.
• In May 2017, the World Health Assembly endorsed the updated set of best buys and other recommended interventions for NCDs.
• In September 2017, WHO updated the Technical Note dated 1 May 2017 to ensure alignment with the text used to describe the updated set of best buys endorsed in May 2017.
• On 18 September 2017, WHO released the WHO Global NCD Progress Monitor 2017 during a side event on the occasion of the start of the General Debate of the 72nd session of the UN General Assembly.
